GTK+2 woes on Windows

I know that all the cool kids have shifted their attention to Pidgin3, but there’s a longstanding issue with emoji and some other Unicode characters in Pidgin2 running under Windows.

My understanding is that the underlying issue is in the GTK+ libraries bundled with the Windows package, and that some later version has fixed that.

I managed to find a 32-bit version of GTK+2 for Windows here, but had no luck making it work with Pidgin. Can anyone try? And if it works, perhaps cut a new version of Pidgin using those libraries.
