Quail is a Libraries > Libpurple 2 user interface using QT version 6.
It is based of an old user interface for QTopia based PDAs like the Sharp Zaurus and others.
It is currently maintained by @ivanhoe and hosted at sr.ht/~ivanhoe/quail-redux.
There is also a #quail channel on libera.chat.
